My hair is a little shorter than this and i have tried a curling iron but it doesn't work! If i get a perm would it look like this??? And if i get a perm do i have to do anything to it or will if look like this when it dryes?
Suggestion:
a perm won't do that. if you get hot curlers and curl your hair around them loose it should do that.
or you don't have to get hot curlers just get regular ones and wrap your hair around them when its wet and let it air dry around the curlers.

If you get a perm, it'll be more curls than waves, the picture has more of a wavey look. Try using a body enhancing shampoo & conditioner, towel dry your hair, apply leave in conditioner (preferably a light spray one like Dove Replenishing Mist) then let your hair airdry until it's about 80% dry, after that scrunch it up a bit with your hands with some moose or wave enhancing product ( I use Sunsilk's Waves of Envy Sea Salt spray ) and then keep scrunching until you get the wavy look. Wrap a few pieces of hair around a large barelled curling iron for a few seconds then run your fingers through it for a messy look.
