How to Get Spiky Hair Without Cutting It?

I need to make my hair look really short and spiky for a costume I'm putting together. (I'd like it to look like this: http://www.womenshairstylesonline.com/Hair/Gallery/Spikey_Hairstyle_82608.jpg.) The problem is, my hair is about 18 inches long, and I don't want to cut it to look like that.
Is there any way to do this?
