I'd say everyone should wear whatever they want and express themselves freely. That said, if you push certian norms (age being one of them) you may get some second looks.

I think older women should dress more refined not necessarily more conservative but more professional (I know those kind of go hand in hand though). The hair doesn't matter just need a hairstyle suiting your age. So long story short yes they should because wouldn't it would be weird for like a grandpa to wearing skinny jeans?
