What is the Name of a Purple Cartoon Character (villain?)?

Okay, this has been killing me for the past few days… Its this guy thats purple, who looks like he's deteriorating ( almost like a zombie) and he has and evil grimace on his face; which leads me to believe he's evil. He also has a dreadlock type hairstyle and a headband. I saw this recently as an avatar on a forum, but I remember having the action figure of this guy as a kid. My memory is a little fuzzy so some of this stuff might not be correct, but mostly you should be able to correct me if you know who i'm talking about.

Suggestion:

Closest things I can think of are The Maxx and Parasite from superman, and neither have dreadlocks.
